What is the Return to Duty (RTD) Process?

If you’re a CDL truck driver who has failed a drug test — or refused to be tested — your FMCSA Clearinghouse account is marked “prohibited.” To clear this status and return to driving, you need three things: a Substance Abuse Professional (SAP) evaluation, a negative RTD drug test, and a company to report that negative test to the Clearinghouse.

The tricky part? If the company you drove for let you go after the positive test, you’re now on your own. That’s where we come in. As your Consortium/Third Party Administrator (C/TPA), we act as your “company” in the Clearinghouse — ordering your RTD test and reporting your results so you can get back behind the wheel.

What is a Return to Duty (RTD) drug test?

A Return to Duty drug test is a DOT-required test that a CDL driver must pass before going back to safety-sensitive driving duties after a drug or alcohol violation is recorded in the FMCSA Clearinghouse. It must be ordered through a registered C/TPA like us, and the negative result reported back to the Clearinghouse.

How much does the Return to Duty process cost?

Enrolling with Quality Consortium Services as your C/TPA is $49 per year. The Return to Duty drug test itself is $93. You can enroll online and get started the same day — no waiting, no paperwork maze.

How long does the Return to Duty process take?

After enrolling and completing your SAP evaluation and follow-up program, we order your RTD drug test and point you to a nearby certified collection site. Most drivers get results back within 24–48 hours. Once your negative result is confirmed, we report it to the FMCSA Clearinghouse the same day and you’re clear to return to driving.

Is this service available nationwide?

Yes. We coordinate RTD drug testing and FMCSA Clearinghouse reporting for CDL drivers in all 50 states. Testing takes place at thousands of DOT-certified collection sites, so there’s almost certainly one close to you.

What is the FMCSA Drug & Alcohol Clearinghouse?

The FMCSA Drug & Alcohol Clearinghouse is a secure federal database that tracks drug and alcohol violations for CDL drivers. Employers must check it before hiring any CDL driver. If you have an unresolved violation, you cannot legally drive a commercial motor vehicle until the full Return to Duty process is complete and reported.

What is a C/TPA and why do I need one?

A C/TPA (Consortium/Third-Party Administrator) is an FMCSA-registered organization that manages DOT drug and alcohol testing on behalf of employers and drivers. Federal law requires CDL drivers to complete the RTD process through a registered C/TPA. As your C/TPA, Quality Consortium Services handles all the Clearinghouse reporting, test ordering, and compliance documentation — so you don’t have to figure it out alone.
